i was wondering how important is magic APT on a speced wand/ staff?

Magic APT is basically useless.
The higher it is, the faster you can mature.
It has no effect on attack or skill damage, regen, nothing.
But maturing wands is stupidly easy anyway, so yeah. Forget about Magic APT :)

err... ^ that's not true. While I agree it is useless, Magic APT is the % the staff/wand adds to the completeness of your skill training for tier 1-3. Take agony for example, if the "base" value of your agony completeness in training is 50%, and you have a staff that has a Magic APT of 13, it will be a total of 63%. This makes it faster to train your Tier 1-3 skills. Go try it out yourself. Once your skills are at 100%, Magic APT has no effect.

This has nothing to do with maturing.

Ohh lol what did I say mature.

I knew it sped something up, but was essentially useless.
