Question about lvling

Hello everyone!
Was just wondering what lvl to keep storm jav while lvling (I assume this is our go-to skill for lvling)? Like, is it fine sitting at lv1 or should I max it (after throwing mastery)? Does it get any delay at higher lvls?

If anyone could help me find an answer, I'd greatly appreciate it! ;D
