? Regarding Grand Cross - Saint Blade ?

I've heard some rumors that (Grand Cross Hit Rate 100%) on Saint Blade actually means more Attack Pow? =/ Someone told me that it is the same thing with FS down hit, they actually say attack rating and attacking rate

Someone can confirm this?
I've got Grand Cross on lvl 1 and Saint Blade on lvl 10. But i don't miss targets at 1400+ atk rate
Not sure if i should reset my skills now.
